Why are Clove Cigarettes illegal in the state of Maryland?
What makes this possible? So, if I smoke a clove cigarette in Maryland am I going to be detained? Better yet, if I give another person a clove cigarette will I be detained for "contrabrand"?

Studies show they are not more harmful than non clove cigarettes. It seems largely due to cigarette companies that did not make organic cigarettes throwing their weight to stop the sales - as they only use tobaco additives and menthol filler. If they remove 'alternatives' they are able to monopolize the sales. They are popular in Indonesia - Phillip Morris actually ended up buying out the one of the biggest Clove Cigarette producers in Indonesia (PT Hanjaya Mandala Sampoerna, Indonesia’s third largest tobacco company behind Gudang Garam and Djarum). Flavouring may encourage smoking, and there is much - anti smoking pop culture out there. It encourages 'alternative' smoking methods.
It could be seen as competition, also they likely do not 'taste' as bad as regular cigarettes.

17 Article - Criminal Law
18 10-106.
19 (a) A person may not sell or offer for sale a clove cigarette.
20 (b) A person who violates this section is guilty of a misdemeanor and on
21 conviction is subject to a fine of $500.
