The warnings on tobacco products are paid for by the tobacco manufacturers and are reflected in the purchase price. The other anti-tobacco ads are funded through tax revenues from tobacco products. The government collects more than enough tobacco tax revenue to pay for these advertisements without resorting to general tax revenues.
