The law required that cigarette manufacturers stop referring to their products as "lights" because it gives the illusion that they are somehow less dangerous which there's no evidence for. Hence cigarette companies were forced to rename all their "light" brands to something. else. Camel chose the word blue. There's nothing more to it than that. There's no difference between the two.
