There aren't any. It's not the labeling on the shipping container that matters. Federal law requires that tobacco (and alcohol) vendors make their customer and sales records available to the states upon request. Cash strapped states are availing themselves of that power and are billing tax cheats for the taxes that they owe. In some high-tax states like NY those bills have run to nearly 5 figures.
If you buy from overseas, US Customs will collect any duties and the Federal tobacco tax. If the shipment lands in your home state they will also collect your home state's tobacco and sales taxes. You'll have to pay those taxes before the fags will be delivered to you. If they land in another state Customs will notify your home state of the shipment and leave it up to your home state to bill you.
No vendor is going to risk the loss of their business so that you can evade taxes. No international seller is going to get on the crappy side of Homeland Security and US Customs by shipping mis-labeled goods to the US.
