Increase In Cigarette Tax
How could the Mexican president restore Mexico's glory?
If I was the Mexican president I'd legalize & nationalize marijuana & pass the death penalty & order all convicted cartel members to be hanged. I'd also increase cigarette taxes.
What are some other things that the Mexican president could do to make Mexico better that none of them are doing?

Mexico's biggest problem is its legal system, which lacks integrity. There are two main problem areas.
The first is that the legal system is not strong and impartial. I would focus on removing any impediments that allow the courts to decide the law, and introduce legislation where needed to hold the wealthy and the powerful accountable for their actions. I would then work to getting the most impartial judges I could on the bench, and to remove outside influences on their decisions.
The second problem is that people simply don't obey the law. Strengthening the courts and making them less partial to the powerful will help a lot, but where possible I would encourage the courts to follow through and impose the needed consequences on misbehavior. That's both criminal and civil...the powerful shouldn't get so complacent about winning civil suits that they feel like they can get away with anything.
Fix the legal system, and Mexico becomes a much better place to live. To give you an idea where it rates on this compared to other nations, some nations with more integrity in their legal system are Albania, Argentina, and Bangladesh...not exactly models for jurisprudence.
